Behind is his executive order to rename the Department of Defense as the Department of War (requires Congressional approval). But here comes the serious part:

The reaction was brutal:

• Illinois Governor JB Pritzker called him a “wannabe dictator,” saying that Trump “is threatening to go to war against an American city. This is not a joke. This is not normal.”
