40 Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center Support Policies Released
On March 25, at the opening ceremony of the 2026 Zhongguancun Forum Annual Meeting, relevant national ministries and central government entities jointly rolled out 40 support policies for the Beijing (Beijing–Tianjin–Hebei) international science and technology innovation center. Among them, in strengthening coordination of fiscal and financial policies, they introduced: support for overseas asset management institutions to invest in technological innovation by establishing equity investment funds; under the premise of lawful compliance and controllable risk, support financial asset investment companies in carrying out pilot equity investments, and encourage insurance institutions to participate in venture capital funds based on the principle of commercial voluntariness; and support the Zhongguancun National Independent Innovation Demonstration Zone’s Science and Technology Finance Reform Pilot Zone to, under the premise of lawful compliance and controllable risk, carry out forward-looking trials and early implementation of science and technology finance policies, among other measures. Building an international science and technology innovation center is a major strategic task under the decisions and arrangements of the Party Central Committee. The 2025 Central Economic Work Conference proposed building international science and technology innovation centers in Beijing (Beijing–Tianjin–Hebei), Shanghai (the Yangtze River Delta), and the Guangdong–Hong Kong–Macao Greater Bay Area.
