Caras said after meeting with Palestinian Prime Minister Mohammad Mustafa in Brussels that the European Union is negotiating the resumption of the establishment of a civilian special envoy. She stated that the European Union is ready, but needs invitations from both parties and cooperation protocols with Egypt.
